Describe the feature end to end, including deployment scenario details under which the feature would occur.

The vwanconnectivity.bicep currently only supports deployment or secondary region resources to the primary region resource group.

To ensure full redundancy in the event of a primary region failure can secondary region resources be deployed to a secondary region resource group?

Why is this feature important. Describe why this would be important for your organization and others. Would this impact similar orgs in the same way?

To ensure full redundancy in the event of a primary region failure allowing secondary resources to be updated during the outage, for example, firewall rules to be updated.
