Interesting. It seems this is specific to Windows and Chrome.

Tried this one as well https://github.com/lipis/flag-icons using the CDN
image

Technically this is not a bug, it is just a difference in the emoji font used by the OS.
Firefox is shipped with its own emoji font while chromium relying on the OS's font.
More info here

An easy fix is to include an emoji font on the theme
https://fonts.google.com/noto/specimen/Noto+Color+Emoji
