Control bar without stopping and playing

Describe the problem to be solved

The current state of the embed api is that when youhave controlBar hidden you can still stop and play the video.
It would be nice to be able to disable stopping and playing the video but allowing the control bar so that for example in case the user should want to switch caption language but still not be able to stop and play the video (e.g. a watch party on Jitsi). So the link could look like this:

Describe the solution you would like

We could show the controlBar if it is explicitly in the api call. And we could disable the play and pause in the control bar in addition to this.
