Don't auto follow deleted following

Describe the problem to be solved

Situation:

• I automatically follow instances of a public index (https://instances.joinpeertube.org/api/v1/instances/hosts)
• delete not interesting or broken hosts
• after time they come back again

Describe the solution you would like

• The main idea would be with delete to add host to not following list and later not to try follow them automatically again.
• other way: set different status and exclude from syncing process and mute it but this leave it in your lists

There is Muted servers in moderation but I'm not sure are they syncing and using resources.
