Disable logging of "GET /metrics" access logs when using Prometheus plugin

When using the Prometheus Plugin, the access log keep adding entries for GET /metrics which create lots of noise.

This issue proposes having a new entry in the plugin configuration to optionally disable this behavior, which by default should be on as it this now.
