Is your feature request related to a problem? Please describe.

In thrust we have THRUST_INLINE_CONSTANT which currently does not use inline constexpr

This has been fixed in nvcc so we should enable it for all language modes above C++17

Describe the solution you'd like

Use inline constexpr whenever possible
