Disable hardcore Retroachievements when the game isn't supported

You could cache the list of games that have cheevos support. If they have it and hardcore mode is enabled, they will run without save states(Game Switcher off). But when you play games or romhacks that don't support them, the system should automatically disable hardcore achievements for those games. This would enable save states, cheats and rewind again
