Bounty default properties setup

I can see that we are making a judgement on the bounty tool.

For example: Review amount, Admin amount, Submitter amount.

A bounty property setup is probably required and also the ability to set defaults. Eg No Review amount, No Admin amount, No Submitter amount option to toggle the on/off by default - I can see me and others getting pissed to having to always tick a box if it's not needed most of the time.
