Add ability to provide additional filters to the subscription

Right now we filter only on the type. We need to be able to add additional filters based on headers in the message.

We may just provide A collection of Filter and let people set their own.

Code needs to be added to AzureReceiverHelper

Need to do additional research to see if we need to delete the subscription of if it can be updated. I tried to modify the existing one and it blows up with a 409 (conflict)
