Active items are potentially useless

Active items, like The D6, aren't as useful as they once were before Decision Descent. A proposed fix is to add an option to the poll that enables the chat to decide whether or not the item should be triggered. For instance, if the chat decides The D6 should be used, the poll is reset with new items.
