enabled the plugin and it doesn't seem to do anything

Which one? This repository has 4 separate scripts.

Apologies, it's the mesh merge script

After a little more testing, it does work but only if you do not have the vert you want to merge selected

That's strange. It should work in that instance. I just checked merge tool 1.3.2 on Blender 4.2.2 LTS, Windows 10.
