PR Reviews Now Required

For added quality assurance (QA), I've created a protection rule for the dev branch that requires pull request reviews before merging. This rule also enforces the following:

Require a pull request before merging
When enabled, all commits must be made to a non-protected branch and submitted via a pull request before they can be merged into a branch that matches this rule.

This means repo admins can no longer commit directly to the dev branch without a PR from a fork (i.e., non-protected branch).
