Is there a reason why C# was chosen for this?

I was a bit surprised to know that this is written using C#. Generally in my mind its better to write CI agents in a language which is less resource intensive like golang or rust.

Would like to understand what are the pros and cons associated with using C# for creating a CI runner like this one?
