Add channel specific rules.

Add ability to set up unique rules for every channel, so that users can pick what segments on what channels should be skipped/displayed.

For example, I use manual skip and would like to keep using it site wide but I would like to auto skip sponsored segments but only on certain channels I regularly watch.
