[Task]: Add WSO2 nexus repo in bal tools to resolve dependencies

Description

Currently, the bal tool only resolves dependencies from the Maven Central repo. Each time we do a release (persist module release), we need to sync the WSO2 Nexus repo with the Maven Central. Most of the time this is not synced automatically. we need to ask them to manually sync the repo. This leads to either pushing the fix to the next release or delaying the release.
