Difference ESP32 /arduino Uno

Hello, I implemented this code to control a submersion heater.

With the arduino things are working fine (as long as i give more than 10% on the power_value).
However on the ESP32, exactly the same code is more unstable, i do not have a stable current with the same fixed power_value.

Any idea why this might be?
