One of my annoyances with the built-in CODE_OWNERS feature on GitHub is that it requests reviews as soon as you open pull request.

Examples where waiting to request once statuses pass would be a better user experience

  • I opened a WIP pull request, and the wip app sets the status as pending. No reviews will be requested
  • I opened a PR and the tests are failing. No reviews will be requested
