The way options are managed in the parser is not very flexible and should be revamped.
Something based on the configuration files would be a good idea.

The configuration files (or any other solutions) should help defining the default search strategy.

Presumably, this should be managed directly by Choco3.
I suggest a JSON format for any abstract strategy in order to ease its interpretation.
