Reason for setting bias value for annoHLA.pl

Hello,

  I got a question  about why  you  set bias value to  "correct"  gaps open (blastn result ) . 
  $hash12{$hla} += $m + $d * $bias;

  for long reads bias is  0.4 in annoHLA.pl ,  could you tell me why set this value ?
