Protocol Change Request

Description of the protocol change

the issue is properly explained in #2565
#2680 is the PR raised to resolve the issue.
It adds a new configuration value called maxAmountOfCharInTransactionPredicate (open to name suggestions) which controls the maximum number of characters allowed in the predicate output within a commit, with a default value of 4096.
