Oracle.EntityFrameworkCore has a v9 packages now that supports EF Core 9.

https://www.nuget.org/packages/Oracle.EntityFrameworkCore/9.23.60

We should update the Oracle EF Core integration package to support it, like we did in #5932. and in #6948.
