Upgrade Cosmos SDK from v46 to v47

Description:
We need to upgrade the Cosmos SDK version from v46 to v47 in the Dymension RDK repository. The current implementation uses v46, and upgrading to v47 is necessary to leverage the latest features and improvements.

Steps to Reproduce:

Expected Behavior:
The project should compile and run with Cosmos SDK v47, and all functionalities should work as expected with the new version.

Actual Behavior:
Currently using Cosmos SDK v46, which lacks the latest features and improvements available in v47.
