add a basic webpack config

It should

perform basic JS compiling tasks
perform basic CSS compiling tasks
needs to work with exist's html-templating interpolation
needs to work with polymer 2 apps polymer
run via npm scripts

see #36 this will allow for frontend dependencies to come from npm alone
seee #61 this would reduce the need for gulp OOTB
