form: make prependId option available from the tag

Note: Enter issue for "components" does not list webuijsf:form as a
subcomponent. I didn't know where else to put this request.

The standard jsf 1.2 tag library makes the property "prependId" available to the
<h:form> tag. It would be nice to make this available to the webuijsf:form
tag as well.
