Teleport v15.0.0 to v15.4.3

Hai i want ask some question, i already try to upgrade my teleport from version 15.0.0 to 15.4.3. When i use v15.0.0, if i login with new user and doing tsh db connect the user automatic create on my mysql database ( in this case i use mysql gcp ) but why after i upgrade to 15.4.3 not work ? the user not create automatic on mysql.
i got error ERROR 1105 (HY000): database user "testing" does not exist in database "mysql"
can anyone help me about this case ?
