What would you like Teleport to do?

Allow cluster administrators to enable SCP file upload and download separately rather than grouping both options together using the ssh_file_copy option.

What problem does this solve?

Allows more granular control on user activity, i.e. users are allowed to upload files to a server but cannot download any files.

If a workaround exists, please include it.

None.
