From everything I can tell, this isn't a real jurisdiction, but is rather another name for the New York Appeals Court after they created it. I'm not an expert on NY court history, but skimming this...
...points to a Commission of Appeals that was created, and then sort of seamlessly transitions (around page 14) into being the court of appeals.
So I think this court should be nuked from your system, and all of its cases reassigned to the court of appeals. This warrants another set of eyes, from a proper researcher, say, but I think this isn't a real court/jurisdiction.
