Repro step: Settings -> System -> click icon on top right -> "Restart Home Assistant"
Expected: Memory and CPU usages should not increase
Observation: Memory increase by about 130MB whenever restart Home Assistant CPU usage increase by about 0.9% whenever restart Home Assistant
It looks like the previous HomeAssistant instance is not completely closed???
