Refactor the task pt.ist.expenditureTrackingSystem.domain.task.ExportAuthorizations to avoid the use of mySQL queries to fenix.
Create Jersey services on Fenix to provide the same data that was previously provided by mySQL queries.
(Look for ImportProtocolsFromFenix in module protocols-ist and JerseyServices in fenix)

Soon this code can be deleted. Note that with this project https://github.com/ist-dsi/financial-projects/tree/master/financial-projects-viewer expected to be put in production in version 1.4 of https://github.com/ist-dsi/dot, we will finally be able to delete the corresponding portals from fenix, thus rendering this code "delete worthy".

@Luis-Cruz I noticed you scheduled this issue for Release 1.5.0.

Now that version 1.4.0 of https://github.com/ist-dsi/dot was released, should the ExportAuthorizations script be just deleted?
