Publish policies as OCI Artifact

Problem Statement

I would like to use the policies upstream while still maintaining some control on when I accept new changes into my cluster.

Solution Description

I was thinking that if these policies were published to an OCI Artifact in GHCR, I could consume them with a semver filter, and thus not have to copy and paste them. This would still enable me to patch the ones that I need to extend.
