scroll bar rapid shift and flicker at certain zoom levels

Noticed at certain zoom level there is a annoying vertical/horizontal rapid oscillating scrollbar shift

To reproduce
Steps to reproduce the behavior on my screen:

1. zoom normal size ctrl 0
2. zoom out two times ctrl-, ctrl-

usually only at this zoom level for me, but sometimes at other zoom levels only when I use the quick add bar and the bar expands -- the scroll bars will do through this annoying back and forth flicker shift .

only way to stop it is to avoid that zoom level and

windows 10, screen resolution 3840 x 2160
