Text input replaces some letters with question marks

Is there an existing issue for this?

Description

The typed letter is replaced with ?. So if e.g. you RetroAchievements username or password contains such a letter you have to manually edit retroarch.cfg to insert it.

Expected behavior

The typed letter is added to the input text

Steps to reproduce the bug

1. Go to a test input field
2. Type e.g. å

The same with Cyrillic symbols. Sometimes, it is necessary when searching for a file, a menu option, etc.
