How do I restore WT session with restoreLastClosed

I have put this the following in my JSON config file so that I can restore last closed tab with ctrl+z:

{"command": "restoreLastClosed", "keys": "ctrl+z"}

However, I can't seem to restore the session like when I set "Open windows from a previous session" as shown in the following:

Instead it just shows me opens a new session with the shell I used last as shown below:
