An error occurs after saving a changed tags file for a containerized function app #4342

Build Version: 20241119.1
Regression: Not a Regression

Repro Steps:

Right-click a containerized function app -> Click "Edit Tags..." -> Modify the tag to "name": "123" -> Save the change.
Check whether no error occurs.

Expect:
No error occurs.

Actual:
An error occurs.

More Info:

Despite the error, it actually is saving the tags.
This issue doesn't reproduce for regular function app.
