[Suggestion] It would be better to add a "+ Create Service Bus" option when creating a project using any service bus template

Repro Steps:

1. Make sure there is no existing service bus created.
2. Create a project with "Azure Service Bus Queue trigger" template selected -> Enter a function name -> Select "+ Create new local app setting".

Actual:
A warning "Skipped because no matching resource was found" shows in "Select a service bus namespace" option.

Suggestion:
It would be better to add a "+ Create Service Bus" option when creating a project using any service bus template.
