How to overcome "no-explicit-any" of ESlint

SPFx developers now use ESLint that has a rule "no-explicit-any" and it is recomended to obey it.
only when using PeoplePicker selectionChanged event, the only way to get at the ".selectedPeople" is to make the property any for type script.

Is there a more detailed types file I can use? make my own type?

You should use the IDynamicPerson[] as the type for the selectionChanged event.

but selectionChanged property, expects it to be Event type
I get error TS2322: Type '(e: IDynamicPerson[]) => void' is not assignable to type '(e: Event) => void'.
How do I convert Event to IDynamicPerson[] ?

The actual underlying type for the event is (e: CustomEvent<IDynamicPerson[]>) => void because CustomEvent<T> extends Event this typing should work without any challenges for you.
Unfortunately, the tooling we're using at present doesn't correctly set the types on the React component Props which creates this issue. It is an issue that is on our backlog.

Thanks found out I had to use e.detail.map to get the selected
