CI containers lack the necessary `setfacl` command. This has not previously
been noticed because no vanilla Ansible jobs were being run on Linux, only on
macOS.

  • Arm64 images?
  • BSD images? OpenSolaris? Do those exist?
  • Podman vs Docker?

Ansible 11 is probably the last release that the current set of runners can be used with, based on Python versions they ship. Refs #1129, #1177.
