Add the ability to set the following maxima:

Number of concurrent peer connections
Number of concurrent feeds replicated (per peer)
Number of concurrent feeds replicated (total)

These limits should ideally be changeable during runtime.

See ssbc/go-ssb#180 for inspiration.
