torvalds/linux@2e48005#diff-c729876d649dec0e07c0238dcb5bf0ef9fcb0ce8f9e810f57167d6896db45242 has introduced IORING_REGISTER_IOWQ_MAX_WORKERS to limit the number of kernel unbounded workers: it's beneficial for IOSQE_ASYNC submissions
