We are migrating 12,000 work items from source to target using the MigrationTools-15.1.7-Preview.5 tool. Currently, if the migration attempt fails, the tool re-downloads all 12,000 work items when we restart the process. This is very time-consuming. We need a solution to avoid re-downloading work items that have already been fetched and only focus on retrying the failed items. We noted that we are seeing some rate limits.
