I am trying to install version 16.0.9 and have extracted the corresponding zip file. When running devopsmigration, whether with or without parameters, I get the following error. Does anyone have an idea?

Did you unblock the zip before extraction?

I believed I had already completed the unblock. However, I have redone everything and now achieved the expected result.
