Possibly only relevant after minicog has been merged, not sure

Ctrl+C works fine to shut down a machine but if there's lots of work that needs to finish (e.g. cog state grows very quickly and there are pending reads) then it will take a long time before that happens, and an additional Ctrl+C won't an immediate force shutdown.

An additional Ctrl+C should force an immediate shutdown.
