Expose a way to build subxt::Block for unit test #1883

Right now the crate does not expose a way to construct a Block https://docs.rs/subxt/latest/subxt/blocks/struct.Block.html
You need to fetch it from a source chain, which is not ideal for simple unit tests.

It would be great to expose a constructor for test target.
