What happened?

I compiled this extension and got sppkg file. I successfully uploaded this application to Sharepoint Online App Catalog.
I marked this application as tenant-wide while deploying, but still have no custom "Convert To PDF" action available.
Also I tried to make upload this application without tenant-wide option, have the same result.

Steps to reproduce

  1. gulp bundle --ship
  2. gulp package-solution --ship
  3. Uploaded and Deployed sppkg file to my tenant app catalog
  4. No new button appeared in Document Library

Expected behavior

"Convert To PDF" and "Download As PDF" buttons should appear when supported file is selected

Requires at least MS Graph delegated permissions for SharePoint Online Client Extensibility Web Application Principal
Files.ReadWrite.All
Sites.ReadWrite.All
Also admin consent needed.
It started to work after that.

For my previous post.
It started worked in debug mode with running debug URL.
The application is still not available in document libraries across sites and document libraries
