Have a way to re-fetch metadata and rebuild a specific source package

Sometimes pixi may cache too aggressively and you do want to either re-fetch the metadata rebuild or both.

Would be great to have some CLI options per package and maybe an --*-all equivalent for this e.g:

• --refresh: Retrieve metadata again and rebuild
• --rebuild: Only rebuild the source and don't re-fech metadata
