AstroPy has a StokesCoord class (https://docs.astropy.org/en/stable/coordinates/stokescoord.html#using-the-stokescoord-class). We should be using it with a custom mapping for our polarization states.

Craig doesn't like the that "STOKES" is the term here. Maybe we can get that generalized in AstroPy?
