from where can I get decrypted IPAs to build it myself (GitHub Actions)? I don't own a MB.

He doesn’t need to have his device jailbroken for the site version, the site armconverter gets you the latest decrypted apps a day after their update, I did give non-jailbreaking users a better and safe alternative

I said that he would need a jailbroken IPA to decrypt the app. Did I say something wrong? Whatever technique the site you mentioned use, it must rely on a jailbroken device.

Well yeah but it’s not always consistent which is why I have my own list of decrypted ipas.
