• For tests, a job in my .gitlab-ci.yml uses the python:3.11 image.
• This version should not be bumped.
• Renovate is bumping the version to python:3.12.

Using constraints doesn't help. I suppose they relate to dependencies only.

"constraints": {
    "python": "3.11"
}

Are package rules the way to go? Something like:

    {
      "matchPackageNames": ["python"],
      "allowedVersions": "3.11"
    }
  ]
}

Or am I missing something trivial?

Yes, use allowedVersions. Or maybe dependencyDashboardApproval so that one day when you want to upgrade your 3.12 then you can request it
