dshield blocks networks, but data is hosts #40

apf uses dshield top 10 data as a /24 network and blocks as /24, but the data is actually single hosts:
https://feeds.dshield.org/top10-2.txt

This leads more traffic being blocked (read: legitimate traffic) than should be.
