Design of modularized distribution packages

Modularization of Sage has been going on for several years. The infrastructure has been set. The next step is to cut the Sage library into reasonable pieces of distribution packages.

We hear discuss the scope of each distribution packages and share the design principles of modularized distribution packages.

From software engineering view point, I like incremental changes.

Matthias already has a "working" initial set of distribution packages in #35095. Unless it does not break sage, I would like to merge it and fix as problems arise. But this is not likely to happen since there are worries and objections.

Another approach is to introduce one distribution package after another. sagemath-categories is already in sage, but there is little understanding among developers. Hence we may first discuss fully focusing on sagemath-categories and on the design principles of distribution packages.
